Growing With Purpose

Safe Harbour Integrated Wellness began with a vision to create more connected, sustainable pathways to care in 2023.

Launching on a small scale in Fall 2025, the organization quickly began supporting recovery-focused organizations through policy development, clinical programming, and operational infrastructure development.

From those early partnerships, Safe Harbour recognized an even greater opportunity: building systems that support both direct clinical care and the organizations working behind the scenes to serve communities effectively.

As the organization continues to grow, Safe Harbour is expanding into new partnerships, including school-based collaborations, workforce development initiatives, and future wellness hubs designed to create integrated spaces for healing, education, and community connection.

Today, Safe Harbour continues building toward a future where wellness is not fragmented but interconnected.

Safe Harbour Integrated Wellness was created with a simple but powerful vision: to build healthier communities by strengthening both the people receiving care and the systems responsible for delivering it.

We understand that meaningful change requires more than isolated services. It requires connection between clinical care, organizational leadership, workforce development, and community collaboration.

That is why we serve as both a direct provider of behavioral-health support and a strategic partner for organizations working to improve care delivery, operational systems, and long-term impact.

Whether supporting individuals and families or strengthening organizations and service providers, our mission remains the same: helping people and systems thrive together.

Our Team

Dr. James Morris, LCPC, CCTP

Chief Executive Officer 

Dr. Morris is a licensed psychotherapist, patient advocate, and healthcare leader with more than 20 years of experience dedicated to strengthening the people, professionals, and systems entrusted with caring for others. His experience spans evidence-based clinical practice, academic research, clinical supervision, servant leadership, organizational development, and healthcare quality. His work as a behavioral health risk and quality professional for nationally recognized healthcare accrediting organizations has further shaped his ability to bridge regulatory excellence with compassionate, effective care. As Chief Executive Officer, Dr. Morris sets the vision for Safe Harbour and provides strategic leadership in organizational growth, program development, clinical excellence, and long-term sustainability. At the heart of his leadership is a commitment to clinician well-being, mentorship, supervision, and professional development. He believes healthier systems begin with supported professionals and environments where clinicians can thrive, patients receive safe, high-quality care, and communities are strengthened.

Dr. Heather L. Watson, PhD, LCSW

Chief Strategy Officer

Dr. Watson is a licensed clinical social worker, clinical administrator, and behavioral health strategist with more than 14 years of experience across direct practice, clinical supervision, program leadership, and systems-level administration. Her experience spans residential, inpatient, outpatient, school-based, and community mental health settings, with expertise in trauma-informed care, youth and family services, and program development.
As Chief Strategy Officer, Dr. Watson leads organizational strategy, partnerships, program innovation, and clinical quality. She is skilled at translating clinical insight and community needs into meaningful strategies and programs, helping Safe Harbour grow thoughtfully while remaining responsive to the people and communities it serves.

Dr. Surafel Ejigu, PhD, LCSW

Chief Operating Officer

Dr. Ejigu is a licensed clinical social worker and healthcare operations leader with experience in clinical service delivery, operational management, program development, workflow improvement, and interdisciplinary team leadership. He brings a practical, systems-focused approach to strengthening the infrastructure and processes that support high-quality, patient-centered care. As Chief Operating Officer, Dr. Ejigu leads Safe Harbour’s day-to-day operations, translating organizational priorities into effective practices that strengthen efficiency, accountability, communication, and program performance. He believes strong operations should make it easier for people to do their best work, bringing people, processes, and resources together to support teams, improve care, and enable responsible growth.

Kisha L. Scruggs-Morris, MAcc

Chief Financial Officer

Ms. Scruggs-Morris is a healthcare finance executive with more than 20 years of experience in financial leadership, operational oversight, strategic planning, and organizational growth, including serving as the financial leader for several large behavioral health organizations. Her expertise includes financial planning and analysis, budgeting, fiscal accountability, operational efficiency, organizational scaling, and executive decision support.
As Chief Financial Officer, Ms. Scruggs-Morris leads Safe Harbour’s financial strategy and stewardship. She believes financial leadership is about more than managing numbers—it is about creating the stability and capacity needed to fulfill the mission. Her approach balances fiscal responsibility with thoughtful growth, helping Safe Harbour remain sustainable and positioned to expand its impact.

Collectively, the Safe Harbour leadership team believes meaningful outcomes begin when people feel supported and the systems around them are built to help them thrive. We partner with therapists, individuals and families, and organizations to create environments where people feel heard, professionals feel equipped, and organizations are positioned to grow. Through a people-first, trauma-informed, risk-aware, and data-informed approach, we strengthen care, support professional well-being, and build healthier systems. At Safe Harbour, our goal is simple: help people and organizations thoughtfully navigate challenges, build capacity, and move forward stronger.
